Meet John Delaney
President of the University of North Florida

John A. Delaney became UNF’s fifth president in 2003. In that capacity, he oversees a campus of more than 16,000 students, 600 faculty and more than 1,000 staff. The 1,381 acre campus in Northeast Florida is considered a driver in the region, with an annual economic impact of nearly $1 billion. Each year, 4,000 students graduate from UNF’s five colleges: the Brooks College of Health, the Coggin College of Business, the College of Arts and Sciences, the College of Computing, Engineering and Construction and the College of Education and Human Services. 

Under Delaney’s direction, UNF reaffirmed its commitment to students, by offering individualized attention and offering transformational learning opportunities. The University of North Florida is also known for its flagship programs, areas where UNF leads the nation. Flagships include Community Nursing, International Business, Transportation & Logistics, Coastal Biology, Music and Nutrition.
 

UNF is currently undergoing the biggest construction spree in its history. The University recently opened the $86 million Osprey Fountains residence hall, the $50 million Student Union, the $27 million College of Education and Human Services building, and the $39 million Biological Science Building. Construction is almost complete on the new Student Wellness Complex and a new cafeteria. All new construction on campus reflects UNF’s commitment to the environment and many new buildings are LEED (Leadership in Energy & Environmental Design) certified.

Delaney is considered UNF’s chief fundraiser, nearly doubling the University’s privately-funded endowment.  The Power of Transformation campaign is currently underway, with a goal of raising $110 million.  

Delaney’s presidency continues a distinguished career as a public servant. He served two terms as mayor of Jacksonville, the country’s 13th largest city, spearheading major initiatives including The Better Jacksonville Plan, a $2.2 billion improvement plan that gave the city new public facilities and other amenities. He also created the Preservation Project, a massive land conservation program giving Jacksonville the distinction of having the largest urban park system in the United States. Prior to that, he served as the chief assistant state attorney, the number two prosecutor for Northeast Florida and as the general counsel for the City of Jacksonville. He has served on numerous non-profit and corporate boards. 

He and his wife Gena have four children.

Jim is the owner and President of a leading investigative firm specializing in internal and complex investigations, due diligence for mergers and acquisitions and FCPA, Cyber security and investigations, senior executive background profiles and related services.  Jim maintains a network of experts (about 250 former FBI agents located around the world) in the areas of financial forensic accounting, cyber forensics, physical security, electronic countermeasures, and surveillance.  

 
Jim has a Bachelor's in political science from James Madison University; a Masters in criminology from Indiana State University and a Graduate Diploma in International Relations from the University of London.

 
Jim and his wife, Sandy, reside in St. Johns, FL.  They have four children

 Meet Rick Mullaney

Rick Mullaney is a local attorney and former General Counsel for the City of Jacksonville. As General Counsel from 1997 to 2010, Rick was the chief legal officer for Jacksonville’s $4.5 billion a year consolidated government, and head of a 40-lawyer public law office. Prior to serving as General Counsel, Rick served as Chief of Staff to former Mayor John Delaney, City attorney and advisor to the Austin administration, as a prosecutor for ten years, and a business litigator for the Carlton Fields law firm.

Rick grew up on Jacksonville’s Westside off of 103rd Street and Jammes Road. He graduated from Forrest High School in 1973, where his father taught for 21 years after serving in the Navy for 22 years. Rick attended the University of Florida for undergraduate school, receiving a George Smathers debate scholarship and graduating Phi Beta Kappa and number one in the College of Arts and Sciences. In law school at the University of Florida, he was Executive Editor of the Law Review.

Following graduation in 1980, Rick practiced business litigation with Carlton Fields – Florida’s largest law firm at that time — before joining the State Attorney’s Office for the Fourth Judicial Circuit in 1982. A prosecutor for ten years, he was recognized statewide for his work in creating Florida’s first Repeat Offender Court for career criminals, and for his work in creating and leading the State Attorney’s Homicide Unit. During his years as a prosecutor, Rick also taught business law at the University of North Florida and lectured in more than 20 states on violent crime and criminal prosecution.

In 1991, the Florida Prosecuting Attorneys Association named him Prosecutor of the Year for the State of Florida.

Rick joined the General Counsel’s Office in 1991 during the Austin administration, serving as chief of the Tort Litigation Department and legal advisor until being named Chief of Staff by former Mayor John Delaney in 1996. As Chief of Staff for Mayor Delaney, he led the creation and adoption of the City’s first comprehensive Code of Ethics and the creation of the Jacksonville Economic Development Commission (JEDC), which consolidated 23 entities into one organization. He also played a key role in the successful effort to get City finances in order in the 1990s by freezing salaries, cutting ad valorem tax rates, reducing starting salaries for some public employees, and changing the City’s approach to compensation.

After being appointed General Counsel in 1997, Rick played a leading role in creating The Preservation Project and The Better Jacksonville Plan. As General Counsel, Rick recruited experienced and talented lawyers from the private sector, making the General Counsel’s Office one of our communities’ best law firms. He also developed ethics training programs for public officials and formed a municipal law clinic for second and third-year law students, providing substantial legal services to the City at no cost to taxpayers.

In the courtroom, Rick’s achievements include successfully defending the right of Duval County students to say a prayer at their high school graduation ceremonies. Arguing before all 12 judges of the 11th Circuit Court of Appeals, he persuaded the Court to reverse its original decision against prayer by a margin of 10-2, creating a landmark case for school prayer.

Rick is a nationally-regarded expert and speaker on consolidated government, and is “AV” rated by Martindale Hubbell. In 2003, he was named Lawyer of the Year at the Jacksonville Bar Association’s annual Law Day Luncheon. Subsequently, as Chairman of Jacksonville’s Telecommunications Master Plan Task Force, he received IT Florida’s statewide award for innovation in technology. He received the Rotary Club of South Jacksonville’s Good Government Award in 2004 and was named a Top Government Attorney by Florida Trend magazine in 2009.

Rick serves on the Board of Directors for four non-profit organizations. He is Chairman of the Board of St. Vincent’s HealthCare Foundation, Vice-Chair of the Board of Gateway Community Services, and serves on the Boards of St. Vincent’s HealthCare System and the Timucuan Trails Parks Foundation (formerly Preservation Project North Florida). He also serves on the ALS Regional Council. He is a graduate and member of Leadership Jacksonville and Leadership Florida. Rick and his wife, Lynn, have three children: Taylor, Richie, and Katie.

To Share His Vision
Join Us for Our First Meeting of the 2012 Rotary Year

Dear South Jacksonville Rotarians,

Thank you for this opportunity to serve.  It is truly my honor to hold this position.  Past President Odette has navigated some challenging issues this past year and deserves our gratitude for her leadership.

Much like the Chinese curse, though, we are still living in interesting times.  Our club has been through what I call “re-sizing”.   Our finances continue to go through “reviewing.”  The membership composition of our club is “re-doing.”  In this sense, we are no different than most other clubs in the USA.

Things are not what they were when I joined.  I am sure they are different than when you joined. 

Yet, we continue to serve.  We continue to seek out opportunities to make our planet and our community a better place to live.  The Rotary International Strategic Plan defines Rotarians this way:

“A worldwide network of inspired individuals who translate their passions into relevant social causes to change lives in communities.”

In my vision for our club in the coming year, I see an organization that actively seeks out members who match that definition.  We will participate in high visibility projects in our local community that will enable us to be viewed in a more positive light.   I see continued progress towards a solid financial foundation for our club.  We will pursue cooperative activities with other community organizations, even outside of Rotary.  Our international water efforts will continue to be a highlighted emphasis for our club.  Additionally, I envision a club with 100% participation in the Rotary Foundation’s efforts.

I plan to initiate a 3-5 year strategic planning process with 3 goals: 1) Identify and develop a signature project for which the Rotary Club of South Jacksonville will be well known. 2.) Identify major long term fund raising opportunities to support our services, and 3.) Develop improved processes for member recruitment and retention.

Finally, for those of you who enjoy the comaraderie of long time friends at our meetings, I ask that you work to make new friends of our newer members.  There are interesting people among us.  For those of you who are looking for new ways to serve, just say yes when asked.  If not asked, speak up.   For those newer members in the “networking” mode, get to know your fellow members through your involvement.  The networking will happen.

For everyone, bring your sense of humor.  It will make a better experience!

What I plan to bring to the effort as your president is renewed enthusiasm for our mission.  I believe by re-emphasizing these efforts, we can solve our membership, financial and our club activity challenges.

I will be outlining specific activities in our first meeting of the Rotary year on July 10.  I am looking forward to a great year with you.  Thank you again for this opportunity!

Meet Bill Mason

President Emeritus & Member of the Board  of Baptist Health

Our speaker on Tuesday, June 19th, is William C. (Bill) Mason, President Emeritus and Member of the Board  of Baptist Health. Mr. Mason has enjoyed a long career in hospital administration both at home and abroad. He began his career as a Foreign Service Officer in the US State Department serving as an Officer in the US Agency for International Development building hospitals and medical schools through the American Embassies in several nations, including one three year tour at the US Embassy in Saigon from 1966 through 1969. He also served a four year term as CEO of the Baptist Medical Centers in Kenya and Tanzania, East Africa and another four year term as the CEO of the new Baptist Medical Center in Bangalore, India. Mr. Mason began his Jacksonville responsibilities at Baptist Medical Center  Jacksonville in 1978.

            Mr. Mason has had an active life of public service in Jacksonville, having served as Board Chairman of several organizations including the Jacksonville Chamber of Commerce, the Jacksonville Port Authority, the Jacksonville Community Council (JCCI), the Baptist/St. Vincent’s Health System, the Board of Deacons at the Hendricks Avenue Baptist Church, and Treasurer of the Jacksonville Children’s Commission. He has been the recipient of awards for his community service including the Humanitarian Award of One Jax, the Distinguished Business Leader/Prime Osborne Award of the UNF College of Business and the Lifetime Achievement Award of the Jacksonville Business Journal. Bill is the incoming President Elect of the Downtown Rotary Club.

            Bill Mason and his wife Julie reside on Greenridge Road in San Marco in the home built in 1938 by our own Ken Guernsey, President of Rotary International in 1947-48. Paul Harris also slept there when visiting the Guernseys in Jacksonville.

Meet Jon Heymann

Chief Executive Officer, Communities In Schools of Jacksonville

Jon Heymann attended the University of Florida where he received his master’s degree in education leadership and is currently in the process of completing his doctoral degree in education leadership at the University of North Florida.  He is a Florida Board Certified Addiction Professional (CCJAP) with a specialization in Criminal Justice.  He has written a substance abuse curriculum and has assisted the Certification Board of Florida in establishing standards for the Certification of Addiction Professionals.  Jon serves on various national and state boards including Foundations Inc., the University of Florida’s Lastinger Center for Education, and has served on the boards of North East Florida Council on Alcohol and Drug Abuse and the Jacksonville Children’s Commission.  Jon’s professional background of working in private ministry, public penitentiaries and substance abuse programs has led him to his current position of Chief Executive Officer of Communities In Schools of Jacksonville which he has held for the past 14 years.

        For The Purpose of Doing Good In the World

F or a man best known as the father of The Rotary Foundation, Arch C. Klumph was modest about his role in its creation.

In 1928, he listed three accomplishments that gave him "more satisfaction than any other contributions to Rotary" -- and launching the Foundation wasn't among them.
Instead, he emphasized his role in writing Rotary's constitution in 1915, which he asserted "gave Rotary International its first centralized power and made all the Objects and fundamentals of Rotary universal." He also took pride in establishing attendance reports and in being the first to insist upon founding a European branch office of Rotary International.
Klumph was born in the small town of Conneautville, Pennsylvania, USA, on 6 June 1869. When he was a child, his family moved to Cleveland, Ohio, where he would later become a member of the Rotary Club of Cleveland. In 1914, he was elected a director of the International Association of Rotary Clubs and served on the Constitution and By-laws Committee and the Executive Committee. He was elected Rotary's sixth president in 1916, five years after he became a Rotarian.
Near the end of his term as president, at the 1917 international convention in Atlanta, Georgia, Klumph reminded Rotarians that "Rotary is at the present time entering a new era, demanding improved methods in administrative machinery, with which to carry out the splendid principles which have been laid down heretofore." He defined six points of action, including an endowment, which would later become The Rotary Foundation:
"Carrying on, as we are, a miscellaneous community service, it seems eminently proper that we should accept endowments for the purpose of doing good in the world, in charitable, educational or other avenues of community progress, or such funds could be well used for extension work."
Through Klumph's simple yet profound statement, the Rotary Endowment Fund was born. The first contribution was made by the Rotary Club of Kansas City in 1917. By 1928, when the RI Bylaws were amended to change the name to The Rotary Foundation, the endowment fund had grown to over $5,000.
In 1929, the Foundation made its first grant: $500 to the International Society for Crippled Children , as requested by the donor, Rotary founder Paul P. Harris.
